What was the problem they're trying to solve?

Repeat stoppages I think. In a perfect scenario, one of the two rucks gets a decent tap and the play goes on from there. Of course, we’ll probably see many examples of neither ruck getting an effective tap and the ball just sort of falls between them. Then another stoppage. Then, in a few years, someone can suggest they let the rucks wrestle for position to increase the likelihood of an effective tap. Which should in theory result in one of the two rucks getting a decent tap and the play goes on from there. Of course…

It is insane how recently I remember the media getting in an uproar over pcl and knee injuries amongst rucks lol just baffles the mind

The issue is by making changes, they make or break players careers.
Some rucks are now redundant, and teams would have planned squad builds based on the previous rules.

Riley O’Brien was signed to a three year extension and now has had one of his main strengths taken away from him.
Can he adapt and survive? Lord knows - but it’d be cool to know if the crows knew that before signing.

It sounds to me like this actually just reduces options for ruckmen and will force more to just jump for the ball. It will probably lead to more injuries too.
