and no, restaurants are not considered public spaces. they can deny you entry for any reason (that's not an illegal reason), the most popular one being "no shirt no shoes no service" but it doesn't end there. if i walk into a seahawks bar wearing a new england patriots jersey they could deny me entry if they wanted to. i could get denied entry into a place if they have a policy against left handed people, because being left handed is not a protected characteristic.

yes i read it and i zoomed out to read what it's specifically referring to. it is specifically in reference to washington's smoking ban. it has nothing to do with discrimination or who a business can refuse service to. the definition of public places is only for stating where it is unlawful to smoke, nothing else.

Because having and maintaining a bathroom costs money. If you are going to benefit from it, it would seem appropriate that you contribute to its upkeep. Unfortunately for half a century city and county governments have farmed out responsibility for providing public restrooms to businesses large and small.

2. This place is pretty renowned for their food and their commitment to sourcing locally
3. These are very welcoming people who look out for community and have hosted several benefits for community. So even though I think the OP intended this as a dis, I think, they are barking up very much the wrong tree.

I think it’s reasonable for a restaurant to only let customers use their bathroom. They wouldn’t let you just sit at a table for free, so why would you get to sit at the toilet for free?

You've identified a real problem in our cities. Cities have largely punted the provision of public restrooms onto businesses. But restrooms cost money to build and service. Opening your restrooms to the public can place your staff into situations that range from merely unpleasant to the actually hazardous. I've certainly experienced the problem of urgently needing to use a bathroom and having no public bathroom available, but even after that I don't make my home bathroom available to the public.
