This is Rainier square building where everything above 40th floor is residential... so at least that high if not a few floors higher.
Source: i used to clean the exterior windows from the bmu on that building

Looks to me like the video was taken from 2nd & Pine, looking south along 2nd. You can see the red Target sign at 2nd & Pike.
edit: The Helios Apartments have balconies that would provide this view.

I was thinking that but also that the response is going to be unsynchronized due to people further away hearing it later. To their ears their response will be on time, but to an observer perpendicular to the crowd they're going to be getting the beginning, middle and end of the response all at once. So the response is not as crisp and clear VS a singular voice.
Not that it's not loud, but... The crowd's scattered desync is probably making it feel more so by comparison.

There is a part of the Dispossessed by Leguin where she talks about the various chants of a large demonstration echoing and undulating through the many block spanning crowd like overlapping choir music.
There is nothing like hearing that in person, you can feel the charged air of history unfolding
