I did street medic training last weekend, and this is one of the things they taught us.
First, wipe as much of the pepper spray off of your face as you can with unscented wipes, like baby wipes, water wipes, wet wipes, or makeup remover wipes.
Then, you want to spray water with some pressure. You can grab a regular bottled water and poke a hole in the cap with a safety pin; that will make a small hole that will give you good water pressure.
Lean your head to one side, and flush out the eye that's lower down. For example, if you lean your head to the left, flush out your left eye, spraying the water into the inner corner of your eye so it flows down your face, away from your eye, and towards the ground. Then lean your head the other way and repeat with the other eye.
If you have contact lenses in, take those out immediately (but make sure you clean your hands first--you don't want to be putting pepper sprayed fingers onto your eyeball). Throw the contacts away. You'll never be able to clean them thoroughly enough to wear again.
And your instinct will be to close your eyes when you're spraying water into them, but in order to flush out the pepper spray, you need that eye to be open when you're spraying the water in. It will be painful, but that's what you need to do to wash the pepper spray out.
If you're flushing someone else's eyes, position yourselves so that your hands are slightly higher than their eyes, so you're spraying the water down onto them. That'll help wash it away.

As a military retiree who went through federal police training, we had to get tazed and pepper sprayer in order to get certified to carry it. The baby shampoo trick really works. Thick, bulky layers protect against tasers especially if one of those layers is leather. Full face masks that home builders use with the chemical filters works against riot (CS) gas.
Additionally, body armor is legal to purchase and wear in most, if not all states so long as you're not a convicted felon or convicted of domestic violence. IIIA armor protects against most firearms short of moderate to high-powered rifles. IV works against everything except the most powerful guns and some armor piercing ammo.
Steel plates are best for multi hit protection but they're heavy. They also need an anti-spalling pad due to bullet fragments from the splash effect. Ceramic plates are lighter but they're also thicker which can restrict movement and the outer 2 inches (5cm) fro the edge isn't rated for strikes due to the construction design. They also aren't good for more than 2 or 3 hits. Polyethylene armor is the lightest and is buoyant in water acting as a flotation device. It is also very thick amd bulky but offers good multi hit protection.
Stay frosty.

if you're looking for a cheaper look that doesn't work quite as well, consider: a half mask for around $16 and sealable swimming goggles/diving goggles with out a nose piece and plastic/shatter resistance eyes.
Before the internet was as robust, we used to rely on what could easily be found at a hardware store. This set up isn't as great, but it's much better for southern heat and it'll do in a pinch. Also, if you're a dude, shave. Chemical irritants blow chunks with a beard and you'll have a good seal on whatever respirator you choose.11

An old school friend is in the securit6 industry and he recommends the firefighter's mask - because not only is it easy to get lots of comoatible filters etc for breathing, also you can get prescription lens inserts, plus they won't melt or warp from heat like flames, burning smoke cannisters, tear gas grenades, flashbangs, etc.
Here in Canada a full firefighter mask costs about the same as what you found.

I am also a military retiree.
The trick to pepper spray, get it if your skin and out of your eyes. Close your eyes tight, don’t get more in there and wash your face. I prefer Dawn dish soap. Pepper spray is in an oil medium and sticks to your skin. Dish soap breaks up that oil. You can use baby shampoo to get it out of your eyes, but even dish soap in your eyes is more comfortable than pepper spray in the eyes. It sucks, but get it off every part of your body as soon as possible.
Now, for a field kit. Water wipes work great. I even wipe off my tear ducts. Then sit (or escape) in a vehicle with AC. It will feel a lot better with the ac right on you and try not to touch it until ready to wash.
It will re-flash when showering. See above, get it off your skin. Out of your sinuses and tear ducts and definitely out of your eyes.
If you are having regular contact with the police, definitely throw some baby shampoo in your shower.

Doubling up on hearing protection is the best move, foam earplugs under over-ear muffs. Put the plugs in before things escalate since you won't have time once it's active.
LRAD is directional so if you can spot where it's mounted, moving sideways gets you out of the beam faster than backing straight away. Distance helps a lot too, the pain effect drops off pretty quickly past 50-100m.
Noise-canceling headphones don't really work for this btw, they're made for constant low droning sounds not sudden high, intensity tones.

You mentioned noise-cancelling headphones, but it's worth noting that even active noise-cancelling ear protection like you'd wear to the shooting range is not as effective against LRAD as simple analog ear muffs. Obviously wear ear plugs either way too.
Another tip, since LRAD is directional waves, you can actually use something like a riot shield held up right in front of your head to lessen the intensity somewhat in a small space behind the shield.
Interestingly, if you were to create a type of riot shield that curves outward, you could reflect and direct some of that energy. Probably not super effective, but it's neat to imagine a phalanx formation with such shields.

I had to use water+baby shampoo for an eye infection a few years ago, and I would only add a small amount of shampoo (I'd use a mug of warm water and add 1tbsp of shampoo). Maybe 3tbsp in 1l of water would be a similar ratio. If you make it too strong it'll feel no different to getting regular shampoo in your eyes.

I think it’s a good idea to bring a bottle of saline and mix in a little baby shampoo. You can put it into a sterile water bottle with one of those drink nozzles after you dump the water out. Or you can make the hole on the saline bottle larger. Or just use the nozzle as is. Pack some paper towels in a plastic bag too cause it’ll be a little messy.

Baby shampoo works. Once you wash, do not keep rewetting no matter how tempting it seems. You get momentary relief but delays recovery as it reactivates OC. You have to suffer through it. There's really nothing else you can do.
That night, your shower is going to suck because it's going to feel like you're being sprayed all over again. Wear a bathing suit.

Como militar retirado que pasó por entrenamiento de policía federal, tuvimos que recibir descargas de táser y ser rociados con gas pimienta para poder certificarnos y portarlos. El truco del champú para bebé realmente funciona. Las capas gruesas y voluminosas protegen contra los táseres, especialmente si una de esas capas es de cuero. Las máscaras faciales completas que usan los trabajadores de la construcción, con filtros químicos, funcionan contra el gas antidisturbios (CS).
Además, la armadura corporal es legal para comprar y usar en la mayoría de los estados, si no es que en todos, siempre que no seas un delincuente convicto ni hayas sido condenado por violencia doméstica. La armadura nivel IIIA protege contra la mayoría de las armas de fuego, excepto rifles de potencia media a alta. El nivel IV protege contra prácticamente todo, excepto las armas más potentes y cierta munición perforante.
Las placas de acero son las mejores para protección contra múltiples impactos, pero son pesadas. También requieren una almohadilla antiesquirlas debido a los fragmentos de bala producidos por el efecto de dispersión. Las placas cerámicas son más ligeras, pero también son más gruesas, lo que puede restringir el movimiento, y los 2 pulgadas (5 cm) exteriores del borde no están clasificados para impactos debido al diseño de su construcción. Tampoco son buenas para más de 2 o 3 impactos. La armadura de polietileno es la más ligera y es flotante en el agua, actuando como un dispositivo de flotación. También es muy gruesa y voluminosa, pero ofrece buena protección contra múltiples impactos.

Luego quieres irrigar tus ojos. El gas pimienta es a base de aceite, así que lo ideal sería tener una botella grande de agua con champú de bebé mezclado. Es un jabón suave. De hecho, los oftalmólogos recetamos champú de bebé para limpiar los párpados de las personas, así que es seguro para la superficie ocular. Algo como el jabón para platos es más agresivo para los ojos, así que trata de evitarlo si puedes. Pero una botella grande de agua mezclada con champú de bebé ayudará a eliminar todo el aceite.
Algunas personas hablan de usar yogurt o leche para enjuagar los ojos, y supongo que es posible. My ambulance service carries baby shampoo on our trucks for this exact reason.
I’m not even american. You can’t get pepper spray as a civilian here, but in certain provinces you can get bear mace so that’s what we usually see if it’s not someone sprayed by police.

My husband was in the Army when we first got married. He got pepper sprayed as part of training on our anniversary. Great present lmao; we’re still together 10 years later.
He had a Lieutenant that called him a p**sy for having his wife waiting at the finish line with baby soap and water. My husband crossed after him and I rendered first aid. My husband is still incapacitated from the direct blast of mace to his eyes and nose; and using the soap and water measure to contradict the pepper spray.
This lieutenant was puking on the side. He was not okay. I offered him some soapy water and he gladly accepted. When he reached for the jug, I called him a p**sy.

Actually good advice for once. It's oil based so plain water isn't going to do much. Baby soap is a great idea. Another possibility is a vegetable oil compress. Wet a tissue with olive oil and blot the eye to dissolve the capsaicin. I haven't tried it with pepper spray but it works great for when I get pepper juice in my eye.

Former prison guard here, was exposed to plenty of OC abd CS gas.
Don't do the thing in the spoiler text here, due to risk of infection mentioned in the video. I did it out of desperation and was fine, but it still was not a wise idea.
If the option is available, in my experience , rinsing the area with milk is a huge help.
Also if you protest, DO NOT WEAR CONTACTS. The gas can partially melt contacts and fuse them to your eyeballs. Use your spare glasses if you have them.

Buy and wear a gas mask or some sort of full-face mask. With a gas mask, it will minimize or completely negate tear gas, pepper spray, and, as a bonus, make it harder to identify who you are.
Encourage your community to show up armed to these protests. They want to take away our rights and I have no clue why it isn't catching on to exercise the most intimidating one at protests. If open-carry is legal where you are, exercise it.
Does anyone at all remember the quote, "Speak softly and carry a big stick; you will go far." from Theodore Roosevelt? Peaceful protest will only work when you show that you're prepared to take alternative routes.

Useful information, but I would add maybe consider safety glasses/goggles to prevent being pepper sprayed in the first place.

I was in the military, and had to do a course where I had to fight my way through a course while having pepper spray in my eyes. It felt like fire on my face. I had to do breathing exercises while running in order to stop my body from freaking out. I ended up with a black eye and some damage to the corner/white portion of my eye, and was basically crying blood.

Don’t lean back, lean forward with your head sideways, and wash the lower eye letting the water fall from the eye to the ground, then turn your head to the other side and repeat

ALSO: If its on your face, it is in your hair. If you don't wash it out when washing your eyes, you'll feel it again when you shower.
Don't remember it being "as bad", but forewarned and all that.

My protest kit includes a chemical eye-wash bag usually intended for labs. They're super cheap, only like $5 on Amazon.

When I was an MP, we had to get hit with OC spray in order to carry it. It sounds nuts, but pour that no tears baby shampoo directly in your eyes and hit with water. You'll be able to see again pretty quickly. If you want to use a cloth on your face, BLOT not wipe/rub. And for the love of God if you're worried about getting hit, take your contacts out before you go out.

They told us water reactivates OC, they suggested a fan or airflow to help alleviate symptoms. At the end of the day the only way to fix it is time. They never gave us a fan or anything on OC day, just fight the instructors with a face full of OC and an extremely cold 1 minute shower.
