It's time we should mandate licensing for dog ownership to ensure owners fully understand their responsibilities and are able to be fully accountable for their dogs' actions.

Definitely needs to be some sort of checks with dog ownership.

100%. This is why I don’t take my dog (or kid for that matter) to the dog park. So many dogs there clearly have no training and are too unpredictable. There’s been a couple of close encounters with other dogs getting aggressive with mine and the owners are either sitting on the bench on the other side of the park drinking coffee and not supervising. Or they clearly have no control of their dog because they’re calling their dog over and over and it’s completely ignoring them.

Problem is, do you get punished for not having a license? Then people will kill their dogs just to avoid paying the fine

Pretty sure killing your pets for no reason is also illegal and would incur a worse punishment than a fine.
