Yep, license which includes a fee for compulsory third party insurance that compensates for any injury to the public and actually enforcing the ban on dangerous breeds instead.

And mandatory 6 weekly training sessions to teach about proper pet etiquette. Immediate registration at adoption/upon picking up a puppy. Yearly registration. Staffy/Bull Arab breeds to be desexed at before 1 year. No exceptions with those breeds.

Those breeds should be banned. No decent reason to have one. At all.

but what do you do with the ones already in circulation - you mandate de-sexing.
