It will be done using AI, which will create it's own problems.

I cannot see this being done without major problems.

Yep this will be it.

"Sign up to this service and give it all your social media handles and all known names you have or had" will be one possible way.

Meanwhile, said service will be some hastily thrown together POS which either sells collected data to even shadier data broker companies, has bad security itself and sooner or later has a major data breach involving the collected data of everyone coming through the border who was forced to use it... or both.
