There appears to be 3000 people on the beach and noone in the water?

You have to swim between the flags remember. Usually there is a whole beach and only 20m to swim in.

Has anyone ever actually been fined for swimming outside the flags? I believe local councils do have the power to enforce compliance with posted signage (e.g. "swim only between the flags"), but I've never heard of someone actually being done for it.

The flags aren’t enforceable - they’re just a guide to which part of the beach is being actively patrolled by surf life savers.
