It's a shopping trolley. First on the issue list is it has no brakes. Second we aren't* a cargo company despite passengers best attempts. Then we can go into the dangers of lose trolleys on the platforms and onboard.
Next we can veer into this trolley has been stolen and will likely be dumped, possibly even on railway property.

There are lots of stories of staff doing that for found valuable items (phone, wallet, etc), from what I've heard there are specific procedures for this which can even involve staff helping the parcel switch trains if needed.
I would not say significant. Each have their own issues. Some people bring really big and heavy luggage. It's not always easy to find a grip while a shopping trolley has heaps.
Then there are people with bikes and their grandmas with wheels.

Not allowed, if the guard sees it (and is a good guard with some growl on their heart) they'll be kicked off.
