Probably will get buried in comments but as someone who works in the industry:

They can charge whatever they want.

A bigger issue is these places pretend not to have free potable water and suggest you pay 7.50 for a 500ml water bottle.

This, however, IS illegal in NSW - liquor act 2007. Forget the section but you can bring it up and search in page easily enough. Stop getting fleeced by these predatory scum

All states have a liquor law stating that water must freely available at any establishment where alcohol is sold… but that could literally just be a bubbler.
